He and several Richmond Police Department officers were conducting high visibility patrols in the Mosby Court public housing complex due to a recent trend of shootings and other crime. The Richmond Police Officer was in uniform and driving a marked Richmond Police SUV. Walter and a Richmond Police officer were conducting a traffic stop on a vehicle parked facing the wrong direction in the 1900 block and Redd Street in a public housing neighborhood in the city.

He is being held without bond and is charged with one count of malicious wounding, use of a firearm in the commission of a felony and possession of a firearm by a convicted felon. Additional charges are pending. Ball was denied bond on 5/30/17.  Just hours before the shooting ball was served with a warrent for assulting a 14 year old girl in January. Ball has a criminal history dating back to 2008. In Richmond, Ball was convicted in 2014 for two counts of assault and battery and destruction of property. In Lancaster County, Ball has previous convictions for destruction of property, public drunkenness, misdemeanor assault, destruction of property and cruelty to animals. Ball also had a hearing scheduled for June in Lancaster Circuit Court for a probation violation.
